Short-Term Rental Law

Since 1 January 2024, Law No. 7464 "On the rental of accommodation for tourist purposes" has been in force with a number of key provisions:

Tourist rentals are allowed for up to 100 days at a time. However, rentals shorter than 100 days are considered short-term rentals.

Short-term rentals are only possible with a permit (licence) issued by the Ministry of Culture and Tourism.

Owners must obtain the consent of all tenants in the building. In addition, it is possible to include short-term rentals in the charter of the management company, requiring the consent of 75% of the tenants.


Applications for a licence are made through the E-Devlet electronic system.

In order to obtain a licence, local residents need to provide a copy of their identity card (kimlik) and notarised consent from all tenants of the building.

Foreigners are required to provide a copy of their passport, tax or alien number (from the residence permit, starting with 99), and notarised consent from all occupants.

Legal entities must provide a tax number and trade registration number or MERSİS number if they are registered in the Trade Register.

The submitted documents are reviewed by the Provincial Office and in case of discrepancies, they are rejected with justification. The procedures related to licence applications must be completed within 30 days.

A sign at the entrance to the accommodation must be posted with the words "Tourist Accommodation" and information that the accommodation is under the supervision of the Ministry.


There are also lodging requirements that are consistent with hotel standards, such as:
- A limit on the number of guests. The capacity is calculated so that each room can accommodate up to 2 people. Even if the number of rooms meeting these conditions is higher, one accommodation cannot accommodate more than 12 people, not including children under the age of three.
- It is the owner's responsibility to clean before new tenants arrive, control pests and keep track of guests.
- The apartment must have at least the bare minimum: hot and cold running water, kitchen, living area, smoke detector, bathroom, bed with linens, blankets, bedspreads, towels, and so on.
- There should be an evacuation plan posted on the door, showing the escape stairs.

Residences (high quality housing): Residential complexes containing more than one building unit that meet minimum living conditions; where there is a front desk, security, daily housekeeping service, dry cleaning, laundry, transportation, food services and stores, medical services, gymnasium and swimming pool.

If more than one application is submitted on behalf of the same person or entity for more than one residential unit in the same complex, building or residence, one license certificate shall be issued; however, a separate plaque shall be issued for each residential unit.

If all of the dwelling units in a residence are leased by the Housing Authority, a single license certificate and plaque shall be issued in the name of the Housing Authority.
